State Health Society Bihar, Patna, has invited applications from qualified and skilled candidates for recruitment 2012, for various posts under Bihar Health Sector Reform Program SWASTH. The recruitment is to be done for the following positions:
  • Director - PMU
  • Technical Advisor (Public Health)
  • Finance Manager
  • MIS, M&E & IT Specialist
  • Procurement Specialist
  • Social Development Specialist
  • Behavioral Change Communications (BCC) Specialist
  • Civil Engineering & Construction Specialist
  • Data Entry Operator
The appointment of the candidates is to be done on contractual basis for a period of three years, which can be extended as per candidate performance. Selection of the candidates will be done on the basis of test / interview. Only deserving candidates will be called for the test / interview. Eligibility:

Educational Qualification:
Director - PMU
  • Minimum 15 years of experience in the relevant field, out of which minimum 3-5 years of experience should be in senior level positions overseeing Strategic Planning, Monitoring & Evaluation, and Programme Implementation
  • Master’s Degree in Business Administration / Public Health Management / Public Policy from a recognized University / Institute
  • Should have strong Managerial and Leadership Skills
  • Candidates should be above the age of 40 years and below the age of 50 years.
Technical Advisor (Public Health)
  • Minimum 15 years of experience in the field of Public Health Management, out ofwhich minimum 3-5 years of experience should be on Senior Managerial / Advisory levels
  • MBBS Degree with MD Degree in Preventive and Social Medicine (PSM) Master’s Degree in Public Health Management from a recognized University
  • Candidates having PhD Degree in Public Health will be preferred.
  • Should have strong Managerial and Leadership Skills
  • Candidates should be above the age of 35 years and below the age of 45 years.
Finance Manager
  • Minimum 8-10 years of experience in Financial Management, out of which 3 years must be at a mid-level managerial capacity in a Government Department / Development Partner Organization / NGO / Private Sector
  • Degree of Chartered Accountant / Master’s Degree in Commerce / MBA Degree with specialization in Financial Management from a recognized University / Institute
  • Should have strong Managerial and Leadership Skills
  • Candidates should be above the age of 30 years and below the age of 35 years.
MIS, M&E & IT Specialist
  • Minimum 8-10 years of working experience in Developing and Implementing Complex, MIS, M&E and IT interventions in Social Sector Interventions (preferably Health, Education and / or Rural Development)
  • Bachelor’s Degree in Engineering / Computer Sciences with Master’s Degree in Information Technology Management from a recognized University / Institute
  • Should have strong Managerial and Leadership Skills
  • Candidates should be above the age of 30 years and below the age of 35 years.
Procurement Specialist
  • Minimum 8-10 years of working experience in handling the procurement function in a large public / private sector organization, out of which minimum 3 years of experience should be at a mid-level managerial capacity
  • Bachelor’s Degree in Engineering with Master’s Degree in Economics / Business Administration from a recognized University / Institute
  • Post Graduate Diploma in Procurement Management / Supply Chain Management is desirable.
  • Should have strong Managerial and Leadership Skills
  • Candidates should be above the age of 30 years and below the age of 40 years.
Social Development Specialist
  • Minimum 12 years of working experience in the field of Social Development, out of which minimum 3 years of experience should be in middle level / mid-senior level management / advisory positions in government agencies / donor assisted development projects or NGOs
  • Bachelor’s Degree in any stream from a recognized University / Institute
  • Master’s Degree in Social Sciences from a recognized Institute / University
  • Should have strong Managerial and Leadership Skills
  • Candidates should be above the age of 35 years and below the age of 40 years.
Behavioral Change Communications (BCC) Specialist
  • Minimum 10-12 years of experience in the field of Communications for Development, specifically Behavioral Change Communications in the Public Health Sector, out of which minimum 3 years should be in middle level management / advisory positions
  • Bachelor’s Degree in Sociology / Psychology / Languages with Post Graduate qualifications in Social Communications / Mass Communication / Visual Communications from a recognized Institute / University
  • Should have strong Managerial and Leadership Skills
  • Candidates should be above the age of 35 years and below the age of 40 years.
Civil Engineering & Construction Specialist
  • Minimum 15-20 years of experience in Civil Engineering (Design & Construction of Buildings, Estimation, Costing of Civil Structures & Design, and Construction Supervision), out of which minimum 5-7 years of experience should be in senior managerial / advisory capacity
  • Bachelor’s Degree in Civil Engineering with Post Graduate qualifications in Construction Management / Building Design from a recognized Institute / University
  • Should have strong Managerial and Leadership Skills
  • Candidates should be above the age of 40 years and below the age of 45 years.
Data Entry Operator
  • Bachelor’s Degree in any stream from a recognized University / Institute
  • Certificate or Diploma in Computer Applications / Information Technology Management from a recognized University / Institute
  • Should have ability to understand Reporting Formats and Specific Software Should have excellent Communication Skills
  • Candidates should be above the age of 22 years and below the age of 25 years.
